Proxy voting or postal voting facility for defence persons

Can a defence personnel do Proxy Voting or Postal voting?
Yes Proxy and Postal Voting is allowed to Service voters belonging to the below category

(a) Being a member of the armed Forces of the Union; or
(b) Being a member of a force to which provisions of the Army Act, 1950 (46 of 1950), have been made applicable whether with or without modification

have the option of voting through postal ballot or through a proxy duly appointed by him. The aforesaid service voters who opt for voting through proxy are called Classified Service Voters (CSV). Under Rule 27N of Conduct of Election Rules (CER) 1961, a service elector may appoint (by applying to RO in Form 13 F of CER, 1961) any person as his/her proxy to give vote on his/her behalf and in his/her name. The proxy shall have to be ordinarily resident of that constituency. He need not be a registered voter but he/she must not be
disqualified to be registered as a voter.

The provision for voting through proxy is only valid till one is a service voter.

Appointment of proxy by classified service voter to give vote / Revocation of appointment of proxy or Appointment of substitute proxy by classified service voter to give vote shll apply in Form- 13F & G

The provision of Proxy Voting or Postal voting is not allowed to general citizens of NRIs. This provision is only for Service voters.
